First of all every time you get a perm you have to wait at least a couple of days to wash or comb the hair after getting a it done, the person who did the perm should have advised you not to cut it right away, the reason I wet and cut the hair is because it is a lot easier to cut curly hair when is wet rather than dry specially when is that short and I did cut about an inch because that is how much you told me to cut.
